Background of the Study
Debit charge policies have become an integral aspect of modern banking, influencing both customer behavior and institutional revenue models. At Wema Bank, these policies dictate the fees applied to debit transactions, thereby directly impacting transaction volumes and customer engagement. Recent studies indicate that modifications in fee structures can either encourage or discourage customer use of debit cards, affecting overall transaction frequency (Adeyemi, 2023). Wema Bank’s approach to setting debit charge policies is designed to balance profitability with customer satisfaction, yet the interplay between policy formulation and consumer response remains complex. The bank’s digital transformation initiatives have further amplified this dynamic by providing customers with real-time transaction alerts and detailed fee breakdowns. Such transparency can influence customers’ perceptions of value, potentially leading to a change in transaction habits (Ibrahim, 2024).

Historically, banks have used debit charges as a means to cover operational costs; however, in an increasingly competitive market, these charges also serve as a tool for revenue optimization and customer segmentation. Wema Bank’s recent policy adjustments, implemented between 2023 and 2025, aim to standardize fees while encouraging the use of electronic transactions over cash-based alternatives. Empirical evidence suggests that lower fees are associated with increased transaction volumes, yet excessively low charges may compromise revenue margins (Okeke, 2025). Furthermore, evolving customer expectations—fueled by a growing digital economy—necessitate a reexamination of traditional fee structures. This study investigates how Wema Bank’s debit charge policies influence customer transaction behavior in both urban and rural settings. By analyzing transactional data, customer feedback, and market trends, the research seeks to determine whether the current policies support a sustainable increase in transaction volumes and overall customer satisfaction. Such an evaluation is essential in light of broader economic shifts and technological advancements that continuously reshape the banking sector.

Statement of the Problem
Despite the strategic intent behind adjusting debit charge policies, Wema Bank faces challenges in achieving the desired effect on transaction volumes. While the bank aims to incentivize the use of debit cards through competitive fee structures, initial observations indicate that customer response has been mixed. Some customers perceive even minimal charges as a deterrent, leading to a decline in transaction frequency, whereas others may view such charges as a minor cost for the convenience of digital banking (Afolabi, 2023). Moreover, discrepancies in customer behavior across different demographic segments, particularly between digitally savvy urban clients and less informed rural users, further complicate the policy’s impact. The bank’s internal reports have revealed that transaction volumes do not uniformly correlate with fee reductions, suggesting that other factors—such as perceived value, awareness of fee structures, and alternative payment methods—are at play (Chinwe, 2024).

Additionally, the rapid pace of digital innovation and increased competition in the banking sector may render static fee policies less effective over time. There is a pressing need to assess whether the current debit charge policies are aligned with market expectations and technological capabilities. The inconsistency between policy intent and actual customer behavior underscores the importance of a comprehensive analysis that accounts for both quantitative transaction data and qualitative customer insights. This study, therefore, seeks to identify the underlying factors influencing transaction volumes and to propose modifications that could bridge the gap between policy objectives and consumer response.

– To recommend strategic adjustments to debit charge policies that optimize both transaction volumes and revenue.

– How do variations in debit charge policies affect transaction volumes at Wema Bank?

– What policy modifications can best enhance transaction frequency without compromising profitability?

Research Hypotheses
– H₁: Reduced debit charges are positively correlated with higher transaction volumes.
– H₂: Digital literacy and awareness moderate the relationship between debit charges and transaction behavior.
– H₃: Strategic adjustments in fee structures lead to improved customer satisfaction and increased transaction frequency.

Scope and Limitations of the Study
This study focuses on Wema Bank’s debit charge policies and their effects on transaction volumes across selected urban and rural branches. Data will be sourced from transaction records, customer surveys, and focus group discussions. Limitations include potential regional biases and rapidly evolving digital banking trends.
